The California Community Colleges Chancellor’s Office has awarded funds to all colleges to design, develop, and implement one or more Zero Textbook Cost (ZTC) degrees or certificates. To create a ZTC degree/certificate, departments must offer at least one ZTC section of each required course, such that a student could earn the degree/certificate without spending any money on books/textbooks. The goal is to alleviate the financial burdens of textbook costs, thereby facilitating access for students to achieve their educational goals. ZTC degrees/certificates can be developed in any of the following ways: 

  1. Curation of existing OER.  
  2. Creation of new material (texts or ancillary materials) with a Creative Commons license (which we will help you obtain). 
  3. Use of library resources 
  4. Purchasing of class sets of books/textbooks (note: this must be sustainable and manageable). 

Please review existing OER before creating your own in order to avoid duplicating materials. LibreTexts also offers a comprehensive list of resources by discipline: https://libretexts.org. While OER may exist for your discipline, funding is available to curate or supplement existing OER to better fit your course needs and augment adoption within your department. All new material must be made accessible, freely available (with use of Creative Commons license that we will help you obtain), and included in a repository (such as Canvas Commons or LibreTexts).

All faculty (full-time and part-time) are welcome to apply for funding. We also encourage chairs to apply on behalf of their department and propose how they will develop a ZTC degree/certificate. Please submit the application in which you describe: 

  1. Which degree or certificate will you help to develop as a ZTC degree/certificate. 
  2. Which course(s) will you develop as ZTC section(s)? Include information on the G.E. requirements and/or degree/certificate requirements that the course(s) fulfill. 
  3. Your specific plan for creating ZTC course(s), e.g., developing new OER, curating existing OER, finding/utilizing library resources, etc). Include information on the methods you will use and the final product. 
  4. Explain how you will meet accessibility and licensing requirements, and if you need assistance with these requirements. An accessibility checklist will be provided.  
  5. Estimated number of hours for your project and your step/class (for payment purposes).  
  6. Timeline for completion, including the 25% and 50% check-in dates and deliverables. Projects must be completed on or before June 2026. 

We welcome collaborations with Grossmont faculty, staff, and/or other institutions.  

If your project is approved, you will be required to submit permission from your chair and dean to participate.

Your application MUST support the development/implementation of a ZTC degree or certificate. In addition, it will be evaluated based upon the following criteria set forth by the CCC Chancellor’s Office and the ZTC workgroup:

The proposal considers existing OER before creating new OER; adopts/adapts as appropriate. 

 

 

 

The proposal considers sustainability after grant funds are exhausted (i.e. how content will be updated and made available to students). 

 

 

 

The proposed project enhance diversity, equity and inclusion at Grossmont College. 

 

 

 

The proposal indicates clearly which degree or certificate will be further developed as a ZTC degree/certificate. 

 

 

 

The proposal clearly indicates which course(s) will be developed as ZTC section(s). Include information on the G.E. requirements and/or degree/certificate requirements that the course(s) fulfill. 

 

 

 

The proposal includes a specific plan for creating ZTC course(s), e.g., developing new OER, curating existing OER, finding/utilizing library resources, etc). Include information on the methods you will use and the final product. 

 

 

 

The proposal sets forth a clear and feasible timeline, steps for completion and budget. 

 

 

 

 

Please check to indicate that your project will fulfill the following requirements as set forth by the chancellor’s office.  

  1. Ensure compliance with the federal Copyright Act of 1976. 
  2. Ensure compliance with ADA. Note that all projects must fulfill accessibility requirements. 
  3. Share with instructors and other CCCs the ZTC degree/certificate pathway and materials used 
  4. Apply the appropriate Creative Commons license to new work ensuring that others can adapt shared work.
