Enrollment Fee Waiver Program

Board of Governors Fee Waiver (BOGW)

On-line fee waiver application

State law requires that students attending California Community Colleges pay an enrollment fee and a health fee.  Students enrolled in credit classes are required to pay a $20.00 per unit enrollment fee, a $14.00 per semester health fee and a maximum of $1.00 per semester Student Representation fee.

The Board of Governors Fee Waiver Program provides three ways to help low income students pay fees.  The eligibility requirements for each program are listed below.  If applications have not been processed for the Board of Governors Waiver by the time of registration, fees will be charged and a refund will be made upon approval of the application.  Please note that refunds are not retroactive to the prior semester.  The Board of Governors Waiver is awarded for up to twelve months: fall, spring and summer and students need to reapply every fall.

All three BOG Methods cover the enrollment fee and the parking fee (in excess of $20.00).  The health fee will only be waived for BOG A & B recipients.  BOG C recipients will be required to pay the $14 health fee.

Eligibility criteria for Board of Governors Waiver:

Method A:

  • Be a California resident.

  • Apply for a Board of Governors Waiver in the Admissions & Records Office
  • Sign a statement, under penalty of perjury, that information is true and complete.
  • At the time of enrollment, be a recipient of TANF or SSI/SSP or General Assistance/General Relief.   
  • If you are eligible based on one of the above criteria, you will be required to provide documentation proving you meet the condition.

Method B:

  • Be a California resident.
  • Apply for a Board of Governors Waiver in the Admissions & Records Office
  • Meet these income standards if you are applying for 2008-09

  • Provide proof of income for 2007 - signed 1040, etc. if requested.

Method C:

Special Classifications:

  • A child or dependent of a service connected disabled or service related deceased veteran as certified by the  California Department of Veterans Affairs or the National Guard  
  • A recipient or a child of a recipient of the Congressional Medal of Honor
  • A dependent of a victim of the 9.11.01 terrorist attack 
  • A dependent of a deceased law enforcement/fire suppression personnel    
  • If you are eligible based on one of the above criteria, you will be required to provide documentation proving you meet the condition.  BOG Waivers approved under Special Classifications will only waive enrollment fees.  Students approved under these criteria will still need to pay the health fee, the student representation fee and the full parking fee (if purchased).
