Budget Update

Gov. Schwarzenegger’s May revision reflected his support for community colleges. There is no planned increase in student fees. In addition, the Governor has backed away from suspending Proposition 98, as he proposed in his January budget. In the May Revision, he proposes fully funding Prop. 98 in 2008-2009 at the statutorily required level. However, the budget still does not fund a COLA for community colleges. While his revised proposals leaves community colleges much better off than where we were headed, some uncertainty remains. The Legislature will not begin to finalize its version of the 2008-2009 State Budget. The budget subcommittees will take action in the next few weeks and submit their recommendations to their respective budget committees in each house. Still, don’t expect the Legislature to submit a State Budget to the governor by the June 30 deadline. Last year, the budget was 52 days late. We should expect another significant delay this year, so it could be a long summer.
