Web Accessibility: Screen Flicker

Quick Motion/Sudden Color Changes Cause Screen Flicker

Features, such as applets, plug-ins, scripts, and animated images and movies, may cause this effect. People with photosensitive epilepsy can have seizures triggered by flickering or flashing in the 4 to 59 flashes per second (Hertz) range with a peak sensitivity at 20 flashes per second. Quick changes from dark to light (like strobe lights) can also trigger seizures.

[ From WebAIM: User Control ]

Until hardware/software allow users to control flickering, avoid causing the screen to flicker.
