ll. PRESIDENT’S REPORT
Beth reported the following:
Ron Kraft has resigned from the Governing Board. His name will still appear on the ballot and his opponent, Bill Garrett, will most likely be elected to the seat.
The Student Learning Outcome Workshop is scheduled for tomorrow, Tuesday, September 21st, 11:30 – 2:00 in Griffin Gate.
She has the video tape of the Governing Board meeting on September 13th if anyone is interested in viewing it.
The Budget Workshop, given by the Chancellor, is also available on DVD.
Chancellor Suarez -
Beth welcomed Chancellor Suarez to the meeting. Dr. Suarez apologized to Mike Matherly, who had been scheduled to present first, for needing to present ahead of him. The Chancellor stated he understood the first priority is to find resources to hire new full-time faculty. The Chancellor reported he has suggested a majority or the 2 million dollars in equalization funds received for the current fiscal year and the 2 million dollars in equalization funds that will be received in the next fiscal year be used to replace and hire full-time faculty. He stated the District also needs to continue supporting and being responsible for the current faculty and employees by making sure there are enough funds to cover the needs of the following:

STRS & PERS Retirement Plans·
Worker’s Compensation·
Bargaining UnitsHe requested that both Colleges and the District keep working at the State level to lobby for additional funds. The District is underfunded and does acknowledge the number one priority is hiring new full-time faculty.
Next the Chancellor addressed the Prop R Funds Spending Plan. He said that he understands there are concerns regarding the distribution and the District is trying to be as fair as possible. He understands the "repair argument and debate" that has been on-going for sometime, but everyone also needs to understand that new facilities are needed here at Grossmont and also at Cuyamaca. The main question is the split and how will the split be justified. The District is now at the stage of trying to divide the insufficient funds to pay for the needs that have been identified throughout the master plans, and he suggested developing a second workshop so people can be knowledgeable about what was said in the ballot statements, the five master plans that were adopted by the Board, and then what would be funded the first year and then on to the second and third years.
The Chancellor ended his presentation and stated he would be able to come to a meeting in October and have a very healthy exchange of questions and answers. Beth thanked the Chancellor. The Chancellor did not stay to hear Mike Matherly’s report on "Full Time Faculty Trends" due to other obligations, but stated he was fully aware of the information Mike would be sharing.
Report on Full Time Faculty Trends –
Mike Matherly gave an extensive presentation on full time faculty trends. Mike stated when there are fewer full time faculty the following trends occur:
Grade inflation.
Second level course lack of success–students are not prepared properly.
Success rates go up – fewer "W’s" and retention goes up.
The number of transfers change.
The number of majors decrease.
He reviewed Grossmont’s numbers on the five trends listed and compared the trends to the decrease in full time faculty and increase in part time faculty.

Report on GC Vacant Full Time Faculty Positions –
Bill Bradley gave a brief presentation on vacant full time faculty positions. As of Fall 04 there are 29 vacancies. In Fall 05 there will be 27 vacancies and there may be 15 hired but 13 more will retire by Spring 06. By Fall 06 there will be 27 vacancies and 14 hires but 16 more will retire in Spring 07. One question facing the Faculty Staffing Committee and the College is "Who do you hire first?" because most of the departments on campus are in need.
The group discussed salary rates at Grossmont College and in the San Diego area in general.

Resolution on District Expenses (Attachment #1)
The Resolution on District Expenses had been reviewed at the meeting on September 13th. Beth reread the resolution.
A motion was made to accept the resolution.
