Attachment #1

Resolution of No Confidence in Chancellor Omero Suarez

Whereas, The Grossmont College faculty have forwarded six formal resolutions to the chancellor since June 2004 which expressed critical concerns with decisions he has made that negatively affect the ability of our college to serve students;

Whereas, The chancellor: (1) sought to minimize his communication with Grossmont faculty by responding to only one of those resolutions, in January 2005, (2) did not acknowledge the validity of faculty concerns in that response, and (3) did not indicate a commitment to do what is best for our college and students;

Whereas, The chancellor has crafted district-level policies and decision-making procedures that minimize faculty input in the shared governance process and are contrary to the tenets of AB1725, including abandonment of his stated goals of improving communication and increased inclusion of faculty, who have the primary responsibility for developing and administering educational programs to meet students’ need;

Whereas, The faculty no longer trusts the budget and demographic data provided by the chancellor’s Vice Chancellor of Business, Jim Austin, nor the resulting procedural implementation of district policy by the chancellor based on that data;

Whereas, The chancellor, who has passionately pursued equalization at the state level, has failed to champion equalization efforts between the colleges within his own district, abrogating a promise to Grossmont faculty in 1998 to mitigate that demoralizing issue;

Whereas, The chancellor continues to advocate spending millions of taxpayers’ dollars on such things as unnecessary construction, without plans to assess the financial consequences of those expenditures on the financial solvency of the district, or the impact of that spending on instructional programs for current and future students;

Whereas, Despite proclamations of no budget improprieties, i.e. "clean" audits, the chancellor’s fiduciary decision-making continues to threaten scarce district resources and create inequities in the distribution of district funds, thereby harming Grossmont College, its students, and our ability to serve the East County community;

Resolved , That Grossmont College faculty have no confidence in the leadership of Chancellor Omero Suarez.
